Abstract
Crowd-Sourced Green Energy is presented, based on new paradigm-shift technology that has not yet been widely publicized, and where its exposure through this article, may assist in its publicity, as well as articulate its base for a new governance model. Namely, the crowd-sourced green energy begets an apolitical Energy Governance Model, leading to the evolution of a new political Governance Model.
The presented political Governance Model, articulates a parallel governing system of virtual political capacities, having no real political power for decision making, however, being able to affect such political decisions, through the power of the real constituents voicing their support through their elected virtual office holders. Electronic communications and social media are utilized as a vehicle for electing the virtual officers and expressing public opinion, as well as guide the real elected members through interaction with their mirrored virtual apolitical officials.
Thus, this article, is based on the analysis of current carbon-free energy generation systems, their advantages and drawback effects on the environment as a whole, and introduces the latest newcomer technology of crowd-sourced green energy that is presented in a referenced article[1].
The precursor energy governance model presented has the potential of evolving into a disciple governance model for a global nation-states humane political governance model, based on the humane principles established by the crowd-sourced green energy governance model, and following the mechanism and structure laid, as discussed in the body of this presentation and amplified in its argumentation of the assessment section.

Description of the Model
Introduction
Energy, economic aspects and political governance are intertwined, which enables to start with energy governance to create and affect a new world-wide political governance. The process for achieving such new political governance model is developed in this paper, starting with the notion of combating climate change that leads to energy governance as a precursor to the new political governance model .
The United Nations was formed in 1945 after the second World War, with the premise of preventing another such armed conflict, begetting a resolution, such as in the wake of the war against the Axis power nations.
Today, our world faces another brewing calamity that is not localized in its disastrous potential effects, cannot be contained with agreements like armistice, cannot be reversed in its effects or resolved by handshakes. We are getting closer in time to an irreversible situation in climate change and should not loose any time in trying to effectively combat it.
There are nations or jurisdictional parts of them, such as the California state in the U.S that strive to limit usage of fossil fuel in vehicles. We witness Solar energy and wind farms expanding, and electric batteries becoming more prevalent.
While these technologies are a step in the right direction, they are flawed in their total thrive to protect the environment, as has been pointed out by many[1] and do not provide a comprehensive and economical viable solution in a timely fashion to the otherwise foreboding approaching calamity.
Recent technology[1] that has not yet received wide public exposure, which is a paradigm-shift in clean energy, resolves the ecological issues presented by Solar, Wind Farms and EV, with major economic benefits, has to do with Crowd-Sourced Green Energy that enables also to provide clean energy to underdeveloped nations and other needed locations. While the infrastructure for such technology is the same and can locally be applied world wide, an a-political United Nation Governing body for energy resources is desirous to facilitate global-wise conduct and transmissions to other needy nations or unexpected situations occurring. While the Crowd-Sourced Clean Energy is not part of the instant competition submission, it serves as a focal point and initiation principle for the governance model proposed. We will develop below the idea and construct the framework for such a governance model entity, which would also assist nations to promote and activate the new technology. The energy governance model would then become a prelude and path for migration to a political governance model. The base for it all, starts with the crowd-sourced green energy generation and supply.

What is Crowd-Sourced Green Energy[1]
This paradigm-shift technology, captures the cost-free mechanical energy the road impacts on a mobile vehicle, by a known law of physics. This mechanical energy that is blocked by the vehicles for comfort of riding in them, utilizing for it springs and dampers, has been hereto comprised of wasted energy. Under the new technology, this free mechanical energy is instead, converted at the vehicle proper into electrical energy and temporarily stored in the vehicle, in a system that can absorb and discharge such energy almost instantaneously[2]. Such stored energy is discharged automatically to similarly built external collectors positioned at designated locations, when the vehicles pass next to them. Such external collectors positioned next to stop signs, traffic lights, toll booths on highways or parking lots of shopping areas, are also temporary electrical energy storage facilities. Finally, this electrical energy is transferred from these external collectors and storage facilities to the electric grid that receives such green energy at a very competitive price. Such crowd-sourced green energy enables to financially remunerate vehicles owners for the crowd supply of green energy. Initial calculations indicate such energy generation to surpass the amounts needed by an industrial nation (based on the U.S. as a model), thereby enabling the remainder amount to be contributed, either inexpensively or free, as a humanitarian act to unindustrialized other members of the global community.
Potential Political Issues Related to the Crowd-Sourced Energy Supply
While the notion of providing clean energy to countries and nations that need it, for a relatively inexpensive price or even free, under certain conditions, may appear simple from the outset, there are important aspects and issues to consider. For example, does a particular supply-targeted nation contemplate or effectively preparing to divert such to be received energy for development or production of weapon or armament to be used, or threaten a neighboring or even a remote nation; what would be the humanitarian, legal and political implication if energy is supplied to such a nation, which calls for acts of aggression against another member of the global community.
Another similar scenario raising similar questions would be two adjacent nations being in conflict and where each requires the energy, presumably for humanitarian reasons, whereas the intent would be to utilize the energy for the production of armament for defense or attack, even if preventive.
How is it ascertained that the energy provided in such circumstances is only used for peaceful endeavors and even under such prerogative, ascertaining that such supplied energy does not free other types of energy produced, enabling it to be used for such potential military aspiration. Namely, being indirectly supporting the very same situation we discussed before, even though on its face, as well as legally binding, the supplied clean energy is utilized for peaceful endeavors, due to the fact that the other types of energy diverted to military aspirations cause a shortage, which would be filled up by the crowd-sourced green energy.
On the other hand, a question should be posed as to what are the anticipated consequences if such nation posing any of the problems we raised, is denied the clean energy, due to any of the above posted reasons, and such a nation resorts to utilizing fossil fuel, whether generated or imported, instead of the clean energy the supply of which is held back? Further, what happens if initially clean energy is supplied, only to find out later on that the circumstances have changed?
It is not unreasonable to assume that such, so called underdeveloped nations have not yet caught up with the prevailing progressive thinking and implemented policies we see in the developed nations. Namely, progressive thinking and implementation, such as child labor laws, women equality in management positions, or salary levels commensurate with their abilities, qualifications and reflecting the same salary levels of men in such positions. As such, it is not unreasonable to expect some social media showing apprehension, leading to possible active social media rebellion against supply of the subsidized or free energy to such a nation, where for example such clean energy could be used in a manufacturing facility of proper goods or food, but where children are part of the labor force.
When we advance below the idea of an infrastructure mechanism of the energy governance model for dealing with such issues, as a prelude to the political governance model, we need to keep in mind that there may be other issues that would need attention and therefore a proper mechanism in such a governance model needs to be embraced in order to deal with it appropriately.
We mentioned a couple of drastic situations, but there may be plenty of other situations. Listing a few of them will only make sense, as a prelude to the proposed infrastructure. For example, there could occur a governmental interruption of supply, such as when a boycott is declared on a crowd-sourced clean energy recipient nation, by the legal politically reigning government of the country providing such energy. Such an occurrence would call for immediate interface between the governing entity of the crowd-sourced clean energy provider and the reigning government of the energy recipient nation. Then, there are potential issues related to corruption, such as receiving the energy free, yet selling it locally for profit or extracting a local fee for it.
Not responding appropriately to any situation in the sample categories mentioned or other
developing in time, while continuing to provide clean energy (presumably free), may be taken as a tacit approval by the energy providing entity of any, or either side, so it is incumbent on a governing body overseeing such energy supply to be ready to deal with situations occurring. To this end, an energy governance model is proposed for handling such and other issues pertaining to the crowd-sourced clean energy supply to needy nations, which is outlined and discussed next in the detailed outline of the Governance Model proposed.
Further, it should also be noticed that on the positive side, we recall that owners of vehicles contributing the energy are remunerated financially for it. Therefore, it would be proper that when energy is contributed free to other nation-states, owners of such contributing vehicles should be recognized for it. As such, the governance model would facilitate for such owners of contributing vehicles, a yearly statement, recognizing their contribution by providing them with a tax-deductible contribution statement that to a degree would offset the income received from their contributions, detailed in a statement as well, thereby reducing their tax payment to the authorities in their country of domicile. Such operation, would require interface with the nation-state administration, which would be taken upon by the energy governance model.
As we have seen, even when raising only one or two aspects for consideration, it becomes apparent that even though the crowd-sourced clean energy generation system is totally apolitical, political considerations do come in, as well as interfacing with nation-state administrations. Therefore, it is required that attention should be devoted to such aspects. Furthermore, a proper structure of mechanism for dealing with any issues relevant to the export of such clean energy should be put in place. We will explore below a variety of other issues indicating the optimal supporting structure for such operations in a governance model, which could naturally evolve in time as a precursor to a humane world governance, befitting an advanced global society adhering to a system for decision-making, leading to solutions benefiting all members of society. Further, utilizing the financial resources emanating from the crowd-sourced energy generation and supply to sustain its operation and implement its decisions and actions, would guarantee solvency, even in the unlikely event of contribution denial from other sources.
Furthermore, due to the energy production and supply originating from crowd sourcing, as we have pointed out above, even the currently leading technologies for replacing fossil fuel such as electric batteries, solar energy, and wind farms have issues relating to comprehensive immunity to the environment. The crowd-sourced green energy technology has benefits surpassing all other current methods and as such, it is reasonable to assume a rapid acceptance and implementation of this technology. Further, vehicle owners become also stakeholders in the financial distribution of income from its supply at competitive price to the electric grid, providing public support as civic acceptance for its rapid implementation in the foreseeable future, which should embolden major nation-states to expedite its implementation. Such technology and its benefits is irrespective of any form of government, providing a modicum of comfort for across-the-board incentive for implementation. The governance model being the top hierarchical body for the potential of the implemented technology, is a also a solid base for a natural evolvement of a disciple organization to a political precursor to a humane world governance.
Finally, it should be mentioned that global transfer of energy is a precursor also to a new global economy format, where altruism component is in the base that enables to go beyond the mere profit generation, such as when energy contribution to a needed nation construes a tax deduction directly to each individual vehicle's owner contributor in the crowd-sourced clean energy. Such a simple act has the potential for becoming a fertile ground for sprouting new global commerce that goes beyond personal financial interests, as it carries the educational exposure to the commercial aspect of direct financial benefits to altruistic actions, being a base for growth and values that would become a fertile base for future entrepreneurs and thinkers, forming the base for enriching the lives of others, while conducting global business with its localized benefits as well, and vice versa. It's needless to point out that al those vehicle owners benefiting financially from the energy contributed by their vehicle, become a formidable body of interest to support the new ensuing governance model proposed.

The Energy Governance Model
The apolitical Governance Model for the Crowd-Sourced Green Energy, which will also serve as a stepping stone or a "Beta" for the migration into a disciple of a new global political governance, is articulated next, followed by an assessment provided via the model details.
The governance model is construed as a pyramid structure, where the base comprise local units, wherein each local unit is a localized independent energy supply jurisdiction, having the mandate of attending to all energy generation and supply related issues that are listed as their oversight responsibility that we will examine below.

Energy Governance Model as a Precursor to the Political Governance Model
The question to be asked is why start with the energy governance model and not directly with the political governance model. The answer engulfs a reach-out to as large a population as possible. Namely, the majority of the initial respondents for involvement in the political governance model, would most likely be individuals interested in politics, thus limiting the range of involvement to one sector, rather than across all sectors in the population. However, when starting with the energy governance model, it is recognized that personal financial benefits inured to the owner of each contributing vehicle, cuts across all segments of the population, thereby increasing the range of individuals, who may want to be considered and have a voice in policies related to their immediate personally realized financial benefits. It would also serve as an educational precursor to those who are not versed in politics and often the considerations and intricacies involved in situations affecting resolutions, as we have just seen in the analysis of situations related to contributing delivery of crowd-sourced clean energy to opponent nations.

The Local Units
While each and any of the local units can cooperate and assist its neighboring local units, without being handicapped by restrictive ruling from the higher stance in the pyramid structure, it is required that such cooperative assistance is timely reported to the upper level, in the form of standard notification format of planning if any, beginning of any such task and ending of such task. Such policy in the energy governance model would ascertain reduction of any bureaucracy of procedures, as well as time. In that spirit, the mentioned specifics, would be entered into an electronic form that would electronically update automatically such information at the next higher level, so that any plans, such as supply to other areas would be cognizant of available reserves. The electronic format would also enable to solicit assistance in malfunctioning devices, needed temporary personnel, and any other incident situation in the true spirit of good neighborly conduct. Such practical situations, simplifying the unnecessary bureaucracy, would also instill and enhance human "brotherly" behavior of caring and support for one's neighbors that should flow into other areas of life behavior of residents in the territory, setting an example to follow for all, and thereby hopefully affecting the community as a whole. All such communication forms, occur under strict security algorithms, to ascertain impenetrable malefic intervention by a hostile entity in the communications, supply and delivery operations, or the answering to any request. Such security algorithms would also contain proper vetting procedures for contributing vehicles, external collectors, substations and the electric grid, in order to avert any masquerading as a legitimate entity by a hostile intent. For obvious reasons, no specific details are provided in this manuscript that relate to specific security operations.
The Local Units structure also transcends to regional and national groups, as well as to international and global structures.
The Local Units will also serve as kernels for migration into the political segments of the global virtual political capacity in the political governance model that would affect the new political structure, explained below.

Migration to Effectual New Political Governance Model
The Local Units, evolving into cohesion with regional and national groups are the core for migration in parallel to maintaining their activities in the energy governance model, also into a new political governance model that by itself has no judicial power, however has a significant political effect on policy makers and the executive branches of sovereign political government.
The new political governance model[3] is a system for electing individuals to virtual political capacity, encouraging and fostering local, national and international political debate via social networking tools and allowing to hold elected political officials fully accountable, as well as allowing for alternative governing bodies to exist in virtual format and when appropriate in quasi-virtual format that is transparent to all. The virtual office holders may assist in resolving local, state, national and international issues. Dynamic interactive voting and polling provide instantaneous visual results for all in real-time.

Benefits of the Virtual Governance Model
The virtual governance model (VGM) is a doctrine that takes into account that an opposition party to any democratic governing system is not devout of personal interests and election related agendas. The remedy offered by the VGM doctrine levels the plain field and ushers in a true democratic equilibrium, where the only interest of its elected members for a virtual office is to truly represent the people and their needs. Money cannot sway an election based on the disclosed VGM doctrine and is truly pluralistic. The VGM is anticipated to usher in a new era, without the need for revolutions and by adhering to basic and pure democratic ideas and actions. The VGM can be enabled and facilitated by electronic media encompassing such facilities as limited character message in communication length transmitted, real-time or close to it distribution of messages, exposed for all to see (feel or hear if disabled) and a polling system that may be inherent to presentations and/or any interactive communication via a focal point of receipt and distribution.
Let us first examine why the VGM is needed, what it solves, what is laid out and its utility to local, national and global governing systems. Basically, the VGM doctrine is aimed at elevating mankind to a democracy with equilibrium that is maintained between social needs and responsibility to practical utilization of a growing industrial world[4].
Let us start with an example of laying-off employees and look at a corporation that needs to make a choice in order to preserve and grow profits for shareholders. The cold practical action calls for laying off several hundred employees, which will save money to the corporation quite immediately and improve its bottom line. The human approach is in dichotomy, opposite in it approach to save/make the money. Namely, borrow money and undertake the interest expense, so that the corporation could utilize its manpower to innovate, which will lead to future profits and growth, where all the employees that were going to be laid off would then be gainfully employed while the corporation thrives. The two approaches are different in that one has short-range benefits (laying off employees), while the other (innovate) has long-range benefits. Let us put aside the issue of which is the right decision - the cold corporate one or the human element one, and concentrate on the big picture of the corporation's role, not only in its immediate neighborhood of its stockholders, but also its role in the larger circle that encompass its national responsibility as a contributor to a sound fiscal and economic basis for the country. We note immediately that by choosing the long-range approach, the corporation would be contributing to the growth and thereby the strength of the Gross National Product (GDP), becoming a vehicle for a stronger economy benefiting the nation, as well as its stockholders.
Corporations are important, because they handle food, staples, transportation and infrastructure for the people, let alone providing employment to individuals from the public who use their earned income for purchasing goods that stimulates the economy. So the question remains, as to what is the solution and how to establish a just equilibrium in the democracy. The VGM doctrine provides and builds a desired solution; a solution that mirrors a peaceful revolution on one side, mirrors a governing body that not only is open to the interests of the people, but is literally composed of such interests, in a responsible way achieved through democratic means; and finally, also enables a bridge for turning that mirrored image into actuality under certain conditions borne by and adhered to democratic principles.
If we look at the United States of America, we can see two major opposing sides in politics, but when we dig below the surface, each of the opposing sides has a point that needs to be considered. But such consideration needs to be outside of political games and maneuvers. It needs to be without personal interest that caters to electoral interests. This is the basis for advancing the theory with its practical solution, borne by the VGM doctrine for virtual governing effect.
Let us take a look at another example. One party claims that regulations are important as safeguards for the public. The other party contends that regulations are a hindrance to business prosperity and the costly bureaucracy that prevails with such regulations, which is in the way and needs to be abolished. Both sides have a point. The claim that regulations are in the way of business prosperity is correct to a degree. Safeguards for the public is by itself not inherent in the corporation philosophy, as corporations are after all, designed to make money and are not human entities, albeit being governed by humans. The burden is then shifted to the humans governing the corporations who need to satisfy their allegiance to their job that demands the corporation to makes money, yet handling the human issues as well, based on their personal affinity. It is basically not fair to put such choice on the shoulders of the governing body of a corporation and the results are usually well known, with the tilt towards the responsibility for the entity for which the governing board is the a fiduciary, namely profits and prosperity as short term benefits.
Further, considering the issue of the bureaucracy and its costs, it is realized that indeed bureaucrats can empower regulations, not necessarily for the betterment of the citizens, but merely because for many bureaucrats (though not all), that is what they know to do. Such empowering of regulations come easier than developing, innovating and marketing profitably, overcoming difficulties and market conditions, which admittedly is not their agenda and not their mandate. Here again, they are the fiduciary for ascertaining policy, yet by the nature of those hired for the task, it becomes burdensome to handle, resulting in their refuge sought behind the paperwork and the unending adherence to it in enforcement of the regulations. We will shortly see how the situation is resolved with the introduction of the VGM doctrine.
The public has evolved to the stage where the Internet allows to become more vocal regarding issues of dissatisfaction and interest in change. Change.org is a web site allowing complaints from members of the public and counting all the support of each complaint that carries momentum with it. The next step in the evolution, is to select a member representative of the public to carry the torch proactively towards a resolution without waiting for the other side to notice the growing dissatisfaction. This is where the VGM doctrine comes in.
The forefathers of the American democratic system envisioned the media to be the protective voice of media protects democracy by exposure, but has no power beyond it that could practically enable or bring about change. Furthermore, the media is mostly made of corporations where profits is its basic tenet, though the products sold to its customers are different customary staples. These types of media corporations depend on ratings that ensure enough customers that beget the important vehicle for income derived from selling advertising. Namely, such media products of information are symbiotically connected to the products sold by its patrons. It certainly does not help when the corporations working to sell products of other corporations, are the watchdogs entrusted with guarding the democracy in the interests of the people that may clash with the interest of the advertising entities. Further, the media has also undergone evolution and has become politicized. We find newspapers siding with right wing policies and likewise newspapers siding with liberal policies and interests, and newspapers and television stations show polarization in their representations. It appears that a broker, unbiased by its own needs would be beneficial as an added guard to democracy, without undermining the industrial machinery needed for maintaining economic stability. Namely, what is needed is an equilibrium champion. This is where the VGM doctrine comes in. democracy and wisely accorded the freedom of the press. Thus, the
In asking what form of governing is best, we need first to define from the outset, who are the beneficiaries. Namely, best for whom? If it is for the individual who can reign over others then kingship or other ruling form is a viable solution, as it serves the interests of the individual at the helm. If it's a theocracy, then a religious form is the solution, regardless of whether individual constituents believe in the same dogma or not. However, if it is the best for the individuals, regardless of their creed, race, gender, forms of belief or other such limiting factors, then democracy appears to be the ultimate. Democracy has evolved through the ancient Greek philosophy to modern times in its embodiment in the American democratic form. Many would argue that even as it is considered to be the most advanced real free form of democracy, it still leaves a lot to be desired, albeit its being the best current evolutionary platform. Even so, it leaves communication with other types of governing entities that do not partake in the same form of governing, open for friction without a common base for resolutions. Namely, difficulties arise when resolution is to be negotiated when the terms of each party hinge on different motivation, only to result sometimes by agreements and sometimes by friction or war - a war that is fought by the constituents of each governing body, where at least in the case of one of them, it is based on bettering one rulership rather than the people. Notwithstanding such a fact, even in a proper democratic governing, we find people at the helm of authority making decisions on behalf of their constituents who go to war without having the proper format to oppose endangering their lives for misjudgments of the authority.
How does the VGM Work
The virtual public official have no legal power to govern but have the public behind them, in every step of the way to critique action, offer solutions and mobilize great amount of public support at an instant. The virtual and quasi-virtual office holders can communicate with other virtual and quasi-virtual office holders to resolve issues and then approach the legally governing officials for endorsement and execution. The VGM doctrine forces elected officials to operate in efficient, timely manner that caters to the interests of the public, while ascertaining and maintaining responsibility to proper governing. We will see below the details of how it works. The virtual office holders are different from an opposition to a governing establishment, since they cannot be pulled into a coalition government, nor be promised support for their agenda in return for support for the current governing entity. Namely, no bargaining or deals are feasible in the VGM doctrine, where some interests of the public could be compromised in a calculated move of governing.
We can see the public partaking in pluralistic contribution for the benefits of others in the contributions made by individuals to "Wiki". In the VGM doctrine, we climb up a step where the public literally presents a mirror to the governing individuals and system. Yet, it does more than that, by getting involved without crossing any boundaries and operating only in the confines of the local, national and global virtual circles. However, it does provide the base from where the individuals elected to virtual positions can communicate within the circle of virtual governing facades and then take their achieved agreements that may cross territorial boundaries, but still in their boundary of virtual office circles, and communicate such results to those in the circle of legally governing offices. The crossing of boundaries is voluntary to both cohabitants of circles and the bridging over is done with full consent of the protagonists in both circles. We also witness how an individual who is now a citizen without the office of legally governing position brings about change by boldly advancing his wisdom to the legally governing body that accepts it for the benefit of the public. Point in case, is the economist Paul Volcker, the former chairman of the Federal Reserve, who drafted what is now called "The Volcker's Rule" that has been accepted and already passed a committee on its way for legislation and came into effect on July 21, 2015[7]. The VGM doctrine expands such isolated cases into a systematic format for the public to follow.
Virtual positions encompass in the VGM doctrine, an arena wider than merely political office holders and is extended to actual governing elements, while not being part of an elected actual governing body. For example, consider various Virtual Offices of political Capacity (VOPC) covering areas such as economic, monetary, trade, public safety, virtual office of FDA or the Justice Department. It needs to be emphasized that in no time does the VGM doctrine call for actual civil action, and it needs to be remained in the virtual domain. Point in case, is a virtual police chief. It does not call for such a virtual office holder to be in charge of a group of vigilantes. What the plan calls for, is a virtual position that can rely on actual cases and information obtained from the public at large, as well as what is obtained under the Freedom Of Information Act in the U.S., or from individuals who utilize their skills for unraveling information, akin to investigative reporters. Because there is no need for a big machinery and office behind such virtual officiating individuals, who presumably would do their important contribution as volunteers, there is no need, at least from the outset, for budgets and raising capital to support virtual serving individuals, or at any rate, such amounts would be negligible compared to the non-virtual world.
There are various important elements to governing that include health, education, welfare, employment, national debt, budget, and taxation to name a few and various interest groups utilize lobbyist to achieve fulfillment of their interests. However, lobbyist cost money and the one sector that has more of that commodity than the rest, is the business sector, and specifically the large corporations. That puts the rest of the population in a weaker position only to find out later on that laws and regulations that benefit the corporations are in essence at the cost of the public. To provide a needed democratic equilibrium without abolishing the important role of lobbyists, is feasible with the VGM doctrine. The basic mechanics for it is described next in the argumentation and demonstration how the model meets the assessment criteria.

The Quasi Virtual Governing Officers and Opposition Parties
The core values of the governance models, starting with the apolitical crowd-sourced clean energy governance model, and progressing to political governance model are embedded in each of the models through a progression path. Decision-making capacity and its effectiveness are built into the mechanism of the VGM. Likewise, flexibility and protection against abuse of power, are inherent to the models, as is the fiscal base enabling self supporting of the models. Further mechanisms, for exercising the VGM doctrine, are detailed in a U.S. patent application[3], incorporated here by reference.
There are quasi-virtual positions in the VGM doctrine as well. Those positions are real positions with real mandated powers, encompassing individuals appointed by VOPC, based on either public voting confirmation or appointed directly. Lobbyists in the VGM doctrine utility are such quasi-virtual positions. Such lobbyists are not virtual, but rather real lobbying persons with lobbying functions that operates under the directive of the various VOPC individuals, funneling public interests in their elected territory, culminating in actions by the selected lobbyists. Under such construct, lobbyists may volunteer for the task, may be nominated by someone else, or may be subjected to a vote by the public, or any other form that brings such persons to the attention of the public in a certain territory. Preferably such individuals would be elected to lobbyists positions for a period of time by a majority public voting, though, other scenarios are possible. The lobbyists would preferably be individuals knowledgeable in specific areas of needs and have skills and stature to meet with government officials, educate them on variety of laws, regulations and substance matter, while trying to gain their affirmation for the agenda they represent on behalf of those who sent them. Travel, room and board for the lobbyists would be covered from funds available to the quasi-virtual lobbyist office, assembled from contributions. However, time spent in lobbying may be volunteered by the lobbyists who would presumably conduct the lobbying tasks as a part time involvement, finding rewards in achieving important results for the public, distinction and public esteem going with such prominent appointment, let alone the public gratitude.
Quasi-virtual officials may also mirror other governing positions, such as the health, education and welfare offices. Toxicity of foods and minimal allowance of certain amounts of damaging substances to humans, as appear in products of particular entities could be challenged by quasi-virtual officials, having the mandate for ascertaining equilibrium between interests of the public, lacking the monetary ability of interested corporate entities promoting less-stringent requirements for products produced or imported for customers by them.
In the quasi-virtual group of activities, operated under a virtual system, such as the aforementioned lobbyists, we articulate the notion of free press that is not motivated by rating and is not dependent on income from advertising by entities that may have opposing interests to those of the public. We already notice independent reporting on the Internet, such as by independent bloggers, however, such reporting is not subjected to stringent verification that is expected and provided by most responsible media facilities. This is remedied by the independent reporting in the VGM doctrine. Such quasi-virtual reporting calls for individuals from the public at large to send their reports electronically. Every reporting is authenticated by at least one other independent reporting of same event or other piece of information. Such authentication occurs automatically and electronically by suitable software that may include artificial intelligence. Such software validates sender information, and multiple senders for same item and further guards against usage of pseudo names used for multiple submissions by a party in cahoots with a friend or someone else, duplicating the information without eyewitness corroboration or other validation. Such a system is different from the one, where the public can send information to existing media that assigns their own personnel for verification, and where the editor has the veto powers on release of information that does not seem to agree with the policies of the specific media. The quasi-virtual media in the VGM has further safeguards for material exposure that is safe for all ages, and in particular for children, which is part of the authentication procedure of the VGM system. Further, the authentication also guards against violations of laws and regulations, or accepted public moral standards. The procedure entails division of access segmentation or vote articulation segmentation to various age groups. Such division may enable voting for individuals who are not yet of legal age under certain rules of the doctrine utility. Apart from legal age segmentation that may be mandatory for protection of that group, the rest segmentation may be done in decade separations, enabling a somewhat wider group enclosure, rather than by specific actual age of the participants.
The word "mirror" is used as a metaphor, yet in a sense, the solution provided by the VGM doctrine is a literal mirror of utility, where the protagonists are members of the society elected by the people for virtual positions (and sometimes for quasi-virtual positions) that mirror the actual legally governing positions, though with three major differences: First and foremost, they are responsible immediately and directly to their electoral body of individuals, who voted for them; secondly, they are free to exercise any democratic move they desire. To negotiate, reach agreements and design actions with any political figure of any party anywhere, locally, nationally, or globally, as long as that party is also in a virtual office capacity; thirdly, they can reach out to the real and legally governing individual(s) in their own relevant territory to disclose, apprise and advocate endorsement of decisions reached and actions contemplated. Thus, the VGM has the objective and capability of acting in the role that amplifies the needs of the people from the humanistic point of view, while giving ample attention to the practical needs of the stakeholders via long-range commitment to democratic values and country as well. The political mirror through virtual elements as designed in the VGM, can restore confidence in governing systems and lay the basis for an expanding future for an expanding population of the Earth. It goes without saying that the VGM can and should mobilize voters in real voting for office to go out and exercise their right to vote, and also ascertain that there is no appeasement of the public by exercising populist policies in order to placate the public with immediate rewards of any desires. As such, the VGM doctrine may undertake steps before and during any election times to increase turnout in the ballots, irrespective of the parties for which constituents will cast their votes in text, voice, video, tactile, or Touch Language[6].
Dissatisfaction among the public with their elected officials is not new and the feeling that the game is fixed from the outset and the system cannot be changed, is rampant among many disenchanted members of the public, visitors on radio, television shows and bloggers. The question as to how to bring about legal change and allow young talent to grow and partake in the political system, yet be a true image of the people, while staying loyal to democracy and such aspirations, when in office, has not found a suitable solution so far. The VGM could afford a fertile ground for such evolution and process.
The VGM doctrine strives to build a general non-partisan base in any governing authority that represents a majority of interests. Entities in any country that are both specifically dedicated to their specific country, yet cooperate under the umbrella of the VGM doctrine, are encouraged in joining forces with similar entities in other countries, in order to achieve consensus on and for the good of the people and global harmony. Further, the VGM doctrine may provide a base for change, in addition to and as a "parallel universe" to the interest driven United Nations that some voices claim to be skewed in its resolutions. In other words, the VGM doctrine lays out the foundation and structure for creating a platform for exchange of ideas aimed at a better world that operates with virtual governments in independent countries and virtual representatives for the United Nations as well.
The end target therefore, is the development of true new generations (maybe a breed) of politicians that could lead a future world into a destination of harmonious existence, as supported by the member residents of each country or nation. Such utopia is within reach, when harnessing the digital revolution with the power of the Internet and the electronic social networking experience, however with proper guidance. As such, a blueprint for progressing from the theory of the VGM to practical enactment is embedded in the specific steps, components and procedures for achieving the VGM doctrine.
In Facebook the interaction starts among individuals who already know each other or have some common interest and it is that personal bond (whether already existing or evolving) that begets all sorts of information about members in a group to freely flow and energize activities. In other social networks, such as Linkedin, it is the professional element that binds group members. In the VGM doctrine, which is an evolution from the Crowd-Sourced energy Governance Model, there is already the core binding common interest. It further expands to a common interest in politics governing energy distribution to a all members in a specified region. The resulting energy governance model, is irrespective of what other groups one belongs to.Thus, while in other social networks the aim is personal, even if it is a call for gathering for a demonstration, the VGM doctrine is for the benefit of all. Further, it is an operational social networking system, that is fully transparent and achieves mandates from the majority, for any action contemplated and has specific goals, mandates, and procedures for achieving the targets set by its members.
Further, and most importantly, is the fact that the VGM doctrine has a pluralistic idea behind it, where members ask "WHY"[5] not change what we have, to what we want to have, and proceed beyond the discussions and into the "HOW"[5]; then proceeding to taking appropriate steps to achieve such goals. The Local Units in the Crowd-Sourced Energy Governance Model already are doing just that, and are rewarded by almost immediate change taking place. As such it serves as a practical base for evolution into the VGM doctrine. Steps can be suggested by anyone, agreed by the majority utilizing the power of the Internet into a democratic, fully transparent tool. A tool achieving benefits for residents in one location, supported and inspired by residents in other locations and laying the groundwork for a global community. Further, it enables all participants to learn about and understand others; how to bridge over differences, overcoming incongruities and disagreements by open Internet discussions avoiding threats and wars history has sadly shown us only too often.
An opposition party in the VGM doctrine is made of all virtual office holders and does not intend to take over as a governing party. As such, it could have a profound galvanizing effect on a governing body to operate in the interests of the governed individuals, as otherwise it becomes an isolated party opposed by the "coalition" of its opposing party and the virtual party. Such a virtual party is a party "of the people, by the people, for the people", being the ultimate watchdog for a governing body, being devout of any interests in governing itself.
A question coming to mind, is whether aspiring politicians may not utilize a virtual party under the VGM doctrine as a vehicle and stepping stone for influential political life. Admitably, it would turn into a viable preparatory school for governing. Furthermore, it may guarantee that such politicians, if successful in their goals, could become more attuned to, and act in, the best interests of the people.
It would be premature to speculate ahead of time whether there is a need to preempt a potential future situation whereby such a virtual party in the doctrine utility should seek to become a bonafide governing body by itself. It appears from the outset that it would undermine and defy the purpose for its existence. However, room should be left for such future evolution in time to a better and more suitable instrument for the people. As such, potential transformation or transmutation should become, if it ever does, based on open discussions for the public to develop such ideas and vote on them.
The mechanics of the VGM doctrine, encompasses mechanism for selecting a virtual government appearing to mirror office holders in the real government, and assigning to them functions mirroring functions of real government officials. Such assignment of tasks without real effect on the outcome of the real government appears moot, reminiscent of a game, rather than real operation. However, such a notion may be a rush to judgment, because elected virtual officials will have powers to affect change. Further, the gaming aspect could be positively utilized, by building games, mimicking or utilizing the virtual party and its activities that would enhance its widespread acceptance, when individuals partake in a politically simulated game that depicts the VGM doctrine.
In a different format, we find that non-secular entities or establishments of any denomination have a hierarchy of officials, processes and actions that do not always agree with the public under their hegemony. As such, our doctrine for virtual officiating may be utilized in the non-secular world as well, minimizing religious conflicts.
Finally, the VGM doctrine can be extended to other groups apart from governing entities that have an unseen professional protective group affiliation. As an example, consider the legal profession with practicing attorneys, where a large percent of the public comes into contact in one-way or another. A known practice of attorneys requires signature on a retainer document and advanced pay of a retainer. More often than not, such a retainer agreement contains an arbitration clause for possible future disputes between clients and their retained attorneys. The arbitration clause masks a major disadvantage to clients, because the attorneys presiding over any dispute could ultimately and unconsciously side with the attorney who is a member of their profession, even though they do not know the attorney personally. Even in cases where it appears for the attorney in dispute to be wrong and a judgment has to be handed down in favor of the client, there is the possibility that such judgment would be no more than a lip service to acknowledge the wrongdoing, but minimizes any financial consideration for the client. Under the extended doctrine utility, a virtual arbitration committee is set up as a precursor for the public at large, through their votes deciding the fate of a dispute.
Another disadvantaged situation for individuals may be legal arrangements, where the legal system erred in prosecuting an individual. It is known that prosecutors tend to justify their efforts in such a case, safeguarding reputation and justifying funds spent, by turning said individual into a scapegoat, where, such individual is threatened by a much larger foreboding sentencing, unless agreeing to plead guilty to a lesser, and sometimes a minor charge. It stands to reason that such individual would capitulate under the threat. Beyond the wrong moral base for such an act tolerated by the legal system, it also puts said individual in committing a forced perjury, where said individual admits in court, in a plea agreement to the attributed lesser charge, highlighting a blemish to the democratic system. Under the VGM doctrine, a virtual prosecutor and virtual defense attorney, come together in trying to navigate an honorable and just solution, before a contracted virtual jury body. Thus, there is no stake or interest in bridging over difficult situations, under the umbrella of full public exposure for the prosecutors, where private agendas cannot drive actions. The situation is of course more complicated than the brief presentation here, since in essence it appears to create a large populist jury body, that may not have access to all the material detail, neither the time for in-depth analysis preceding the vote on the case by the selected real jury body. Such virtual elements are rather delicate and would need to undergo proper evolution to gain acceptance by the legal system and receive the blessings of judges, if not being sanctioned by them.
